I am a policy expert, writer, and operator putting progress into practice.
My core interest is institutions in the age of AI, and how they build the capabilities and resilience to succeed in the current moment. Most recently, as director of government innovation policy at the Tony Blair Institute, I focused on what AI means for reimagining the state. There, I led a team that looked at how frontier technology changes the trade-offs faced by political leaders, what this means for public services, and how the operating model of government itself needs to evolve to meet this moment.
Across a fifteen-year career, I have advised ministers, civil servants, private-sector executives, education leaders, and others. I have helped develop and defend numerous policy recommendations that have since been adopted by governments in the UK and globally, deliver technology pilots and formulate national digital strategies in Europe and Africa.
By education, I am a historian of science, with a DPhil on novel state institutions in the Enlightenment; I also have an MA in book design and a BA in modern languages.

Alongside the DPhil I ran product for a small software company building tools for govtech, construction and consumer goods clients, and consulted on science and technology policy for venture funds, publishers and universities. Before that I was a journalist, translator, and public sector consultant.
